The permit comes before the artwork
The City of Lowell lists two separate applications on its planning and zoning page: a Sign Permit and a Temporary Sign Permit. A banner for a grand opening or a season is the temporary one, and it is the application people forget to ask about.
We checked that page and the fees, size limits and duration limits are not published on it — they live inside the application PDFs and with the Zoning Administrator. So before you approve any artwork, ring City Hall with two things ready: the dimensions of the sign, and exactly where it is going.

What we need in order to quote
The same four square feet costs very different amounts depending on what it is made of and where it has to survive. In roughly the order they move the price:
- The size, in inches. Not “a big one” — the permit needs a number and so does the quote
- Indoors or outdoors
- How it mounts. Grommets on a fence, screwed to a wall, hung from a bracket, stakes in the ground
- One side or two. A double-sided sign is closer to two signs than one
- Whether you need it installed or just made and handed to you
- Whether the artwork exists. A print-ready file costs nothing extra
- Your date. A date, not “soon”
If you do not know some of these, say so on the form. Half the job is working out what you actually need.
